KNOX COUNTY PARKS & RECREATION

JOB TITLE:  Landscape Architect

JOB DESCRIPTION:  The principal function is planning and development activities of park and greenway properties and facilities for the Department of Parks and Recreation. Work is performed under the direction of the Parks Planning & Development Manager, but independent judgment, critical thinking and initiative are required. 

Some of the essential responsibilities are listed below:

• Assists in the design and implementation of capital improvement projects for the Department, including reviewing proposals for a variety of consultants for park and greenway development projects, involvement in the review process, recommending selections and negotiating professional fees, developing grant applications, and attending public meetings for planning approval as required;
• Assists in the bidding process and construction phase, including the various steps from developing advertising through review and recommendation for award, managing construction contracts, overseeing the work to ensure it is in accordance with the requirements of the Contract Documents including verification of compliance with laws related to the health, safety and welfare of the public (ADA requirements, etc), reviewing submittals, preparing and submitting plans to secure project permits and approvals, reviewing and approving/rejecting contractor pay requests, inspecting projects, approving change orders and making recommendations for final acceptance;

• Assists in planning, analyzing, evaluating, and designing projects for the Department, including developing concepts, cost estimates and construction documents for parks and greenways.  Construction documents prepared by employee may include demolition plans, site plans, site construction details, grading and drainage plans, erosion control plans, planting plans and irrigation plans;

• Assists in developing long-term master planning for existing/future parks and greenways.

• Prepares grants, solicits alternative funding sources for parks and greenways, including researching, identifying, evaluating, and targeting potential grants, foundations, and/or private funding source.  Develops specific grant proposals, preparing all aspects of grant applications, coordinating with agencies to obtain approval as needed for complete and persuasive proposals.  Follows up with monitoring of projects as outlined by the grant requirements.

• Periodically provides advice on landscaping, maintenance and renovations of existing parks and greenways.

MINIMUM TRAINING AND QUALIFICATIONS: Bachelor’s degree in Landscape Architecture with a professional license in landscape architecture. Minimum three (3) years’ experience that includes producing construction documents and experience estimating project costs. Experience designing parks and greenway, construction administration, project management, and grant proposal writing preferred.  Experience with ACAD, ArcGIS, SketchUp and Photoshop desired.

WOLF RIVER CONSERVANCY

Background

The Wolf River Conservancy (WRC) is a nonprofit corporation organized in 1985.  Its mission is “dedicated to the protection and enhancement of the Wolf River corridor and watershed as a sustainable natural resource”.  Through the cooperation of landowners and the generosity of the local community, the WRC has protected over 16,000 acres of sensitive wetlands which provide habitats for a variety of plants, trees, grasses and flowers and a rich wildlife population.  Lands have been protected by means of direct purchases, donations and conservation easements.

General Position Summary

The Wolf River Conservancy is actively seeking a Wolf River Greenway Project Manager with a mix of construction management, engineering, business development, and client service experience for immediate employment in the Greater Memphis Area. The appropriately qualified applicant should demonstrate successful experience inpublic infrastructure and/or multi-modal transportation projects or other similar construction projects.

 The Project Manager will coordinate and oversee the design and construction of the Wolf River Greenway Trail project, also acting as the Wolf River Conservancy’s liaison with Alta Planning + Design, lead landscape architect and engineer for the project. Specific responsibilities will include managing all aspects of project implementation to ensure the Wolf River Greenway Trail project is completed on time and within scope and budget.

 This position will be responsible for resource management, scheduling, budgeting, and coordinating with external design partners, vendors, and construction contractors. This position will monitor progress and performance against the adopted plan, troubleshoot and recommend or resolve operational problems to minimize delays.

 Additional Responsibilities will include:

Working with local government agencies to implement the project;

Applying federal and state project development process requirements in collaborative, multi-disciplinary settings, as needed;

Identifying and facilitating real estate transactions, which includes conducting site assessments, land planning, and natural resource inventories; assisting with drafting and negotiating conservation easements, contracts, options, and purchase and sale agreements; arranging for appraisals, surveys, title and legal reviews, and environmental assessments;

Assisting with strategic conservation planning efforts, landowner database management and participating in and/or leading certain outreach programs;

Other duties, as assigned by the WRC Executive Director.

 Minimum Qualifications

Bachelor's degree in Landscape Architecture, Civil Engineering, Engineering Management, Business/Real Estate, or related discipline;

5+ years of experience (with at least 2 Years as a Project Manager or Design Manager on a significant transportation infrastructure project or other similar construction);

Understanding of project management principles;

Thorough knowledge of the landscape architecture, civil engineering and contract delivery process (including planning and feasibility analysis, preliminary engineering, and final design) for roadway and/or linear structure related projects;

Familiarity with Marketing and Business Development principles and strategies;

Excellent communications skills;

Proficient in the design of transportation projects with significant roadway components for municipal, regional, and/or state transportation agencies;

Adept at interacting with senior agency management and technical counterparts;

Ability to oversee the preparation, compilation, and delivery of Plans, Specifications, and Estimate (PSE) design document packages and other technical deliverables;

Capacity to manage multi-disciplinary technical team Demonstrated success in project delivery (scope, schedule, budget, and change management).

Preferred Qualifications

Masters degree in Landscape Architecture, Civil Engineering, Engineering Management, Business/Real Estate, or related discipline;

7+ years professional experience in transportation planning, landscape architecture and civil engineering for multi-modal transportation projects.

 Physical Requirements*

Standing and/or sitting for long periods of time.

Continuous verbal communication, visual activity to effectively work with others.

Continuous manual dexterity to type, operate a computer, operate a phone. 

Occasional reaching, lifting, pushing and/or pulling up to 50 pounds.

Outdoor work generally involves site walks to inspect construction activities in all types of weather, visits to properties where good physical condition, vision and hearing are required to walk long distances over difficult terrain and construction conditions, and interpret landscapes and natural features.  Properties may or may not have developed trail systems and can consist of steep terrain.

Driving to sites requires use of personal vehicle (Note: mileage reimbursed).

Able to work periodically in harsh environments as needed including, but not limited to cold, damp, icy and snowy conditions, hot humid conditions, exposure to hazardous plants and animals such as poison ivy, venomous snakes, biting insects, and other natural hazards
